Description of problem:

We are hitting in RHOSP13, the following Bug reported upstream:

 https://review.opendev.org/#/c/683043/

While doing a rebuild of an instance to change the key-pair.


Version-Release number of selected component (if applicable):

openstack-nova-api-17.0.13-2.el7ost.noarch


How reproducible:

rebuild an instance with a new ssh key, and the key-pair doesn't get updated.
