Description of problem:
Sometime between the transition from CentOS 8.1 to CentOS 8.2, the APCu and ZIP extension packages disappeared from the PHP 7.3 module despite having nothing in the manifest[1] that indicates they should be removed.

Indeed, in RHEL 8.2, these packages are present in the php:7.3 module. They are also present in the UBI 8 repositories (which are currently based on RHEL 8.2).
