Previously, syslinux-nonlinux was missing from the provisioning image preventing virtual media install on nodes in BIOS boot mode, this has been installed.

It looks like isolinux.bin isn't in the ironic container?

Moving to 4.7 as its a nice to have, we have a fix ready for openshift just currently trying to establish if its needed upstream.
