Description of problem:

The ironic-ipa-downloader container image is used to provide the ipa-ramdisk needed to inspect baremetal nodes before deployment.
In the image there are mechanisms to provide up-to-date software and changes to the base ipa-ramdisk.
We need to fix an issue where using downloaded packages can conflict with the architecture of the ipa-ramdisk and can't be installed, and also prevent missing dependencies.
Using native dnf in a chroot environment should fix that once and for all.
