Description of problem:
To conform to toolbar conventions across the console, we want to reduce the width of the search bar and move it to the left hand side under the description text.

How reproducible:
Always

Steps to Reproduce:
1. Go to Overview 
2. Click on "View settings" link in Details card
3. Click on "Global Configuration" tab

Actual results:
"Filter by name or description" input field is right-aligned

Expected results:
"Filter by name or description" input field should be left-aligned and placed underneath the description text. The length of the input field should also be decreased to be consistent with others.

Filters on these pages are not left aligned, filter box length is reduced and consistent with other filters
