Description of problem:
"Open Console in new window" opens console in new tab, not new window

Version-Release number of selected component (if applicable):
console master

How reproducible:
100%

Steps to Reproduce:
1. on vm console tab, click "Open Console in new window"
2.
3.

Actual results:
It opens console in new tab.

Expected results:
It opened console in new window.

The design allow for opening in a new tab, but customer request https://bugzilla.redhat.com/show_bug.cgi?id=1837677 is for "new window that we could scale easily"

IMHO a tab does not fall into "new window that we could scale easily" category.

@Matt since the design allow for new tab, should we fix this behaviour to align better with customer request, WDYT ?

This behaviour depends on the user's browser settings.
One can prefer a new tab, the other a new window.
A tab can be easily be detached into a new window, we discussed this already multiple times..

Note: the feature request say it should **always** open on new windows regardless of the user preference in their browser
 - this feature intention is to simulate openning a VNC window, that opens in a new window
 - to open a new tab they can open a new tab with the same url and press the "full screen" button https://bugzilla.redhat.com/show_bug.cgi?id=1866215

It's fixed on master.
