I believe this issue is caused by the recent bump of tpm2-tss to 3.0 in rawhide -- added pbrobinson to CC.
Rebuilding tpm2-tools might resolve it.

I wonder why my dnf repoquery didn't show that up as a dep when I queried for deps.
