Description of problem:  Cluster Settings should be updated to utilize channels from ClusterVersion instead of being hard coded (see https://github.com/openshift/console/blob/master/frontend/public/module/k8s/cluster-settings.ts#L42-L46).

By default the `cv.status.desired.channels` are not present and the channels list is correct on 4.6
However is there any possible to set the values of `cv.status.desired.channels`?

Checked the fix code, now on 4.6 cluster, `cv.status.desired.channels` is not set, so channel lists are 'stable-4.6', 'fast-4.6', 'candidate-4.6'. Move the bug to Verified.
