Description of problem:

python3-octaviaclient package is required for "openstack loadabalancer ..." commands and should not require an OSP subscription, so it should be delivered in OSP 16.x Tools repos, as it's done for OSP 13 [1]

The package is not in Tools repo -
http://pulp.dist.prod.ext.phx2.redhat.com/content/dist/layered/rhel8/x86_64/openstack-tools/16/os

It is in the OSP 16 repo http://pulp.dist.prod.ext.phx2.redhat.com/content/dist/layered/rhel8/x86_64/openstack/16/os, which is fine.

Steps to Reproduce:
1. Try installing python3-octaviaclient in a system with the OSP 16 Tools repo only

Actual results: package not found


Expected results: package installed
