Description of problem:
The bootstrap machine should boot in a predictable Availability Zone. Instead, it boots in the default Availability Zone.

Actual results:
The bootstrap machine is created in the default Availability Zone.

Expected results:
The bootstrap machine is created in one AZ defined in the masters machine-pool.
