Description of problem:
Change Owner option is missing in bulk actions on Hosts/All Hosts page when er navigate to WebUI -> Hosts -> All Hosts -> Select Action -> Change Owner option is missing.

Go to Hosts -> All Hosts -> Select Action -> Change Owner option is missing

Additional info:
It was available till Satellite 6.6

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/30617 has been resolved.

Fix is in Satellite 6.9 SNAP 1 with foreman-2.3.0-0.7.rc1.el7sat.noarch

Verified with 6.9.0 snap 3. 
With 6.8.2 snap 1 works as well.
