Description of problem:

The Application drop down in the secondary masthead in the Dev console is missing the 'Unassigned' option.

Steps to Reproduce:

1. Login to the OS web console and go to the Developer perspective
2. Click on the Application drop down in the secondary masthead.

Actual results:

Unassigned option is missing in the Application drop down in the secondary masthead.

Expected results:

Unassigned option is available the Application drop down in the secondary masthead.
