Description of problem:

In the Developer perspective, a *Silences* link redirects to an unexpected 'Alerts' page after creating a silence.

The page that is shown includes *Alerts*, *Silences* and *Alerting Rules* tabs, which I believe should only be accessible in the Administrator perspective.

The page also provides a link to the *Alertmanager UI*, which is not displayed in the standard Developer perspective *Alerts* page.

Version-Release number of selected component (if applicable):

OpenShift Container Platform 4.6.0-0.nightly.

How reproducible:

Every time.

Steps to Reproduce:

1. In the Developer perspective, go to *Monitoring* -> *<user-defined project name>* -> *Alerts*.

2. Select an alert to navigate to its 'Alert Details' page.

3. Select *Silence Alert* and create a silence that becomes active immediately.

4. Select the *Silences* link displayed in the top left of the subequent
'Silence Details' page. This link is part of the 'Silences > Silence Details' text.

Actual results:

You are taken to the *Alerts* page that you would expect to see in the Administrator perspective. This includes *Alert*, *Silences* and *Alerting Rules* tabs.

In the Developer perspective I believe that we should instead see only a single *Alert* page that shows alerts, silences and alerting rules in one combined view.

Expected results:

For the *Silences* link detailed in step 4 above to take you to the combined *Alerts* page in the Developer perspective (i.e. *Monitoring* -> *Alerts*).
