This is fixed in commit be95a4fe2951374676efc9454ffee8638faaf68d which is part of bison-3.7.2.

This version is already available in rawhide.

bison crashing due to crafted input has no meaningful security implication because bison
is a development tool and the input comes from a software programmer. Therefore, while this
is now fixed in Fedora rawhide, it won't be fixed in Fedora 32.
