1. Deploy disconnected BM IPI cluster with provisioning network IPv4 and baremetal network IPv6

The upstream DNS server received via DHCP is later added to the /etc/resolv.conf

The possible race is here: https://github.com/openshift/machine-config-operator/blob/master/templates/common/baremetal/files/NetworkManager-resolv-prepender.yaml#L29

when we do connection down ; connection up /var/run/NetworkManager/resolv.conf is empty; adding a 3 sec delay before and DNS server received via DHCP is there.
