Description of problem:

The AWS region currently has to be stored in config/credentials file in ~/.aws. This request is to allow it to be passed as an instance attribute instead.

By using an IAM role (instead of credentials stored in a file) in combination with a `region` attribute, we can eliminate the need to configure anything in ~/.aws on every node.

Steps to Reproduce:

1. Configure an aws-vpc-move-ip resource with the attribute `region=<my_region>` (e.g., `region=us-west-2`).
2. Attempt to start the resource.

Fails with unrecognized option error.

Expected results:

Resource starts successfully.
