Fail to collect must-gather info perhaps results from cluster is abnormal, and we may reproduce it always, so we may provide cluster access for investigation if necessary.

Not seeing an the mentioned CU ticket associated with this bug.

This seems to be an apiserver LB or connection stickiness issue where we are not failing over to another apiserver instance.
