This was likely introduced when we switched to watching the console links. I think we need to tell Protractor to wait for the card to appear instead of checking for it immediately here:

I have a feeling we need an `await` on this line:

Unfortunately `await` doesn't work there. I think `await` will block until the element is present, which isn't what we want.

I think the issue is that the `isPresent` check is happening asynchronously. Sometimes the `createResource` call on the next line completes before the `isPresent` check finishes.

Searched ci jobs, after the fix pr is merged, the " is displayed when CR exists " scenario always pass now.
