Description of problem: In-place upgrade of OCP3.11 does not upgrade kuryr cni or controller


Version-Release number of selected component (if applicable): 3.11.232 -> 3.11.248


How reproducible: Install an OCP 3.11.232 cluster and perform an in-place upgrade to 3.11.248


Actual results:
Most components are upgraded, except kuryr

Expected results:
Kuryr upgraded.

When updating from v3.11.346 to v3.11.386 the Kuryr components were updated to the right version but I got a result that is described at v3.11.346

Updated from v3.11.346 to v3.11.394
Kuryr CNI and Controller images were updated
