Description of problem:
The Telemeter server has a memory leak that manifests itself whenever OIDC auth with the downstream forward endpoint in enabled.

How reproducible:
100%

Steps to Reproduce:
1. Enable OIDC auth with the forward endpoint.

Actual results:
Telemeter server OOMs.

Expected results:
Telemeter server doesn't OOM.

tested with 4.6.0-0.nightly-2020-09-05-015624, the fix is LGTM and there is not regression issue
