Description of problem:

While running an OSP13 minor update procedure on our production platform during controller update some of the octavia containers are not healthy and they are restarting continuously.

To overcome this issue we have run converge step and it has fixing the container issue.

It would be a good idea if the intermediate state of the containers is explained in the update guide. This will help us understand that the issue is going to go away at a later time.

Were only octavia containers affected? Were any other services hitting this issue?
