Description of problem:

Cinder now supports the capability to a revert volume in-place to a snapshot. 

This RFE tracks the implementation for the Ceph (RBD) driver

In addition to identifying a FIV that contains the patch, I removed the FutureFeature keyword and set requires_doc_test to '-' because the feature already shipped in 16.1.2. This BZ simply tracks keeping the 16.2 code in sync with what already shipped in 16.1.

Manually ran test plan on Ceph backed 16.2 RHEL 8.4 deployment. 
All test cases passed no issues hit.
