To avoid discrepancies between different parts of the code (Dockerfile and internal scripts) and consequent possible errors on changes, we need to change the name of the file with the list of the packages to install in the ipa-ramdisk and its path, to constants that are passed through the scripts during the build process.

QA note: it's a technical change related to how images are built. Furthermore, it's targeting development environments, not the final product. Given that, I'd suggest to close this bug as VERIFIED based on the fact that the code has indeed merged.
