Description of problem:
When installing helm chart from OCP developer catalog if the helm repo index.yaml points to invalid location the install screen is displayed without values (tgz can't be found) and no error message.

Version-Release number of selected component (if applicable):

How reproducible: Always

Steps to Reproduce:
1.Only reproducible with local hack right now.
2.Change the code to point to invalid chart url in helm install form.

Actual results:
Form shows that the chart can be installed.

Expected results:
Form should be disabled with error message indicating that the chart is not reachable.
