[RFE] Add a section of removing unreachable compute node to the document of OSP16.1.

The event of NIC trouble or a total loss of a server are not rare cases. So one of our customer is hoping to have the section related to removing unreachable compute node added in the document of OSP16.1 [2].

They've already done a test of removing unreachable compute node successfully on their OSP16.1 environment, following the KCS[2]. (The KCS[2] is for OSP13,though.)

I'd be grateful if you could look into the above.
