Description of problem: Cancel button should be enabled in the capsule sync until the job completions.

How reproducible:
always

Steps to Reproduce:
1. Install satellite and Capsule with latest 6.8 Snap.
2. Create custom repo and Add RHEL repo.
3. Create Lifecycle env, Content view and activation key.
4. Go to Infrastructres -->Capsules  and click on the one of capsule.
5. Trigger the optimized sync operation.
6. Sync operation is in-progress and "Cancel Sync" option is enabled.
7. After reload the page or change the page, the "Cancel sync" button disappear and "Syncronize" option enable with "Optimized Sync" and "Complete Sync"

Actual results:
Cancel Button disapperar after refreshing the Capsule sync page.

Expected results:
Cancel button for in-progress job should not be disappear until the job completion.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/33037 has been resolved.

Verified in 7.0.0 snap 10.
