Context:

osp-16.2 needs podman-1.6.4-15 (for now) in order to properly run.
Issue is, it might happen it gets a lower podman version because the container-tools module is configured with the wrong stream - or pinning or whatever.

A way to avoid this situation is to add an upper and lower constraint on podman to the rhosp-release package, and (via tripleo-ansible) ensure this package is installed/latest.

Basically, this comes to add this to rhosp-release spec:
Requires: podman >=1.6.4-15
(or something like that, not 100% sure about spec syntax for that).
