Description of problem:

Host collections are members of an organizations when created and when viewed in the webui.  But a host collection can contain hosts from any organization.  This becomes a problem as you can not view a host under the "Any Organization" view of the satellite UI.  So it hides hosts that may be in the collection from view.  Using the API will report the correct number of hosts in the collection, but the UI will not show that information.

Steps to Reproduce:
1.  Create a host collection on a satellite that has two or more organizations.  

2.  Add hosts from both organizations to the collection.  

3.  View the collection.  At this point you will need to pick one organization or the other.  You will only see the hosts from that organization in the collection

Actual results:

Hosts in the collection may not be viewable due to them being in a different organization.

Expected results:

You should be able to view the host collection under the "Any Organization" view or collections should be limited to only contain hosts from the same organization.  Or make host collections organization independent.
