steps to reporduce: 
1. create a hostgroup with CR and OS that is linked to user-data provisioning template 
2. create a host from that hostgroup
3. Resolve Provisioning Templates

results: 
User data template Template wasn't resolved 

expected result: The user data should be resolved.

When resolving provisioning templates during host creation, template from hostgroup Compute Resource is used.
