it looks like a coredns networking issue.

Moving to 4.6.z as a reasonable workaround exists. 

Workaround: Add api-int to external DNS.

The backport is proposed as part of https://bugzilla.redhat.com/show_bug.cgi?id=1907636. I'm going to dupe this bug to that one since we need to track the fix there.
