Default Data Center and Default Cluster, which are created during Red Hat Virtualization installation, are created with 4.5 compatibility level by default in Red Hat Virtualization 4.4.3. Please be aware that compatibility level 4.5 requires RHEL 8.3 with Advanced Virtualization 8.3.

Use 4.5 version in the Default DataCenter and the Default cluster, which are created during RHV installation (upgrade RHV setup will not be affected by this change, customers need to upgrade version of the Default DC/Cluster manually). This is RHV only change, because on oVirt we can provide this change only when CentOS 8.3 is release

Verified on ovirt-engine-4.4.3.5-0.5.el8ev.noarch

Only on standalone new installation. HE new installations will need new appliance and is not part of this bug.
