Description of problem:
When switching between different volume types in start pipeline modal, switching back to a valid volume type leaves the "start" button disabled.

Version-Release number of selected component (if applicable):
4.5 and 4.6 Dev Console

How reproducible:
Always

Steps to Reproduce:
1. Click on start pipeline on a pipeline that uses workspaces
2. Workspace shows "Empty Directory" by default and start button is enabled
3. Click on the workspace dropdown and choose PVC without picking a PVC
4. The start button becomes disabled since no PVC is selected
5. Click on the workspace dropdown and choose "Empty Directory" again

Actual results:
The start button remains disabled and user cannot start the pipeline

Expected results:
The start button becomes enabled again
