Describe the issue:
We are asking users to enable ansible 2.8 repo in installation doc
We need to replace it with 2.9 if users upgrade/install rhcs latest

Re-targetting to highlight that QE has tested 4.1.zs mainly using ansible 2.8 and these changes to be made when 4.2 is GA'd
Please let me know if there are any concerns.
