Description of problem:
When customer updates monitoring stack configmap, operator does not create new PVCs. Deleting statefulsets, the operator does not recreate them. Other changes seem to not appear either. Even deleting the prometheus/k8s object, when the operator recreates prometheus/k8s, it does not create the statefulsets.

AlertManager changes do show up (i.e. PVCs are created, etc)
