Description of problem:

Fedora 34	kernel-tools-5.9.0-0.rc5.git0.1.fc34

Fedora 32	kernel-tools-5.8.8-200.fc32

 Problem 8: cannot install both perl-libs-4:5.32.0-462.fc33.x86_64 and perl-libs-4:5.30.3-456.fc32.x86_64
  - package perl-devel-4:5.32.0-462.fc33.x86_64 requires perl-libs(x86-64) = 4:5.32.0-462.fc33, but none of the providers can be installed
  - package perf-5.8.8-200.fc32.x86_64 requires libperl.so.5.30()(64bit), but none of the providers can be installed
  - cannot install the best update candidate for package perl-devel-4:5.30.3-456.fc32.x86_64
  - cannot install the best update candidate for package perf-5.8.8-200.fc32.x86_64
  - package perl-libs-4:5.30.3-454.module_f33+9369+dac0eadc.x86_64 is filtered out by modular filtering
  - package perl-libs-4:5.30.3-454.module_f33+9711+083176da.x86_64 is filtered out by modular filtering

there was issues kind of documented in https://bodhi.fedoraproject.org/updates/FEDORA-2020-5747e0b16a

It will be sorted as anything kernel related always is

and distro-sync or any of those "supported" mechanisms should deal with this situation
