Joseph, I didn't meet such issue on QE env, and ipi on vsphere cluster works well.
From PR, I saw you have some verification both from CI and your manual test.
Do you think that we can move this bug to VERIFIED based above?

Install nightly build 4.6.0-0.nightly-2020-10-10-041109 on ipi on vshpere , and installation is successful, move the bug to VERIFIED.
