Description of problem:

Installing THT RPM does not install the RPM for ansible-role-lunasa-hsm, so overcloud deploy with Luna HSM fails.

Steps to Reproduce:
1. Install THT RPM

Actual results:

ansible-role-lunasa-hsm RPM is not installed

Expected results:

ansible-role-lunasa-hsm is installed

Additional info:

Workaround:
* Install Undercloud
* Manually Install ansible-role-lunasa-hsm
  sudo yum install -y ansible-role-lunasa-hsm
* Install Overcloud
