Description of problem:
If a pipeline has workspaces, user can configure the workspaces on the start modal, but not when adding a trigger to the pipeline. Hence it is impossible for the user to configure triggers for such pipelines.

How reproducible:
Always

Steps to Reproduce:
1. Add a pipeline that has a workspace
2. Add a trigger to the pipeline
3. Configure a git repo with the trigger webhook link
4. Make a change in the git repo to trigger the pipeline

Actual results:
PipelineRun fails immediately with an error saying no workspace is configured

Expected results:
PipelineRun runs successfully using the workspace configuration provided during add triggers
