Description of problem:
There is no href on the anchor component for the Add to Navigation button on the search page.

Steps to Reproduce:
1. Navigate to the Developer perspective, Search
2. Tab thru the components

Actual results:
The Add to Navigation link never gets focus

Expected results:
The Add to Navigation link gets focus
