Description of problem:
The default registry order has changed in 8.2 based on https://docs.google.com/document/d/1_S7pA7ApdlZFa7zjaKX5DV_vgV6T30KsvbLb8Yklgu4/edit.

In order to be compatible with RHEL7.8 and 8.2.0 we need to assure docker.io is also present among search registries.

In particular:
https://pkgs.devel.redhat.com/cgit/rpms/skopeo/commit/?h=stream-container-tools-2.0-rhel-8.2.0&id=8541eb45581fa4b523efd10e9a85794d2c1a91b2

Actual results:
docker.io registry missing from search registries

Expected results:
docker.io registry is present in search registries
