Description of problem:

the logs show the following entry:

openshift-config-operator 
Generated from config-operator-kubecloudconfigcontroller
2298 times in the last day
openshift-config-managed/kube-cloud-config ConfigMap was deleted as no longer required

the ConfigMap does exist, the ConfigMap will be deleted several times every minute.

Version-Release number of selected component (if applicable):

customer upgraded from 4.5.7 to 4.5.9 and is still seeing the same issue.

How reproducible:

was unable to reproduce or find a similar issue on my own environment.
