Description of problem:
Self tests fail due to expired cert

Version-Release number of selected component (if applicable):
nss-3.53.1-3.el7_9.src.rpm

How reproducible: 100%


Steps to Reproduce:
1. rebuild using current date/time
2.

Actual results:
Paypal certs are expired

Expected results:
no expired certs in self-test chain
