Dockerfile.rhel7 has been updated to use go 1.15, so released builds are created using updated toolchain.

However CI builds them using Dockerfile, so it needs to be updated as well

This Dockerfile is only used by CI builds, so the fact that CI images are working post-merge should be sufficient to move this to VERIFIED.  I'd even be fine moving it to CLOSED WORKSFORME and detaching from the errata, because this change has no effect on the shipped product, but leaving it attached to the errata is not a big deal either.

I think that's ok to leave it attached to the errata. So move the bug to VERIFIED.
