This bug was initially created as a copy of Bug #1870711

I am copying this bug because: 
The initial fix was only made for sdn and we also need it for OVN

Although, upgrades are being blocked due to https://bugzilla.redhat.com/show_bug.cgi?id=1880591 but this problem was repro'ed earlier irrespective of other upgrade issues which QE is not seeing now. Moving this to verified bases on recent upgrade test observations
