Description of problem:
Fennel needs to be branched for EPEL8

Additional info:
Awaiting the implementation of the policy change that no longer drops a package.cfg on the epel8 branch (pre-configured to build for epel8-playground) so we can reuse the spec from Rawhide as much as possible.
