Description of problem:
The brew build for logging-elasticsearch5 fails in 4.2. An example: https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=31766688

Tuild tries to get to http://download-node-02.eng.bos.redhat.com/brewroot/repos/lpc-rhel-7-maven-build/latest/maven/io/fabric8/elasticsearch/openshift-elasticsearch-plugin/5.6.16.1-redhat-1/openshift-elasticsearch-plugin-5.6.16.1-redhat-1.zip, but gets a 403.

latest/ does not exist in http://download-node-02.eng.bos.redhat.com/brewroot/repos/lpc-rhel-7-maven-build/.

There is progress, the artifact could be downloaded now, but cannot get installed.
