Description of problem:
ppmtogif produces truncated/corrupted gif.
this is new in the most recent netpbm update.
it worked fine previously

How reproducible:
100%

Steps to Reproduce:
1. pngtopnm /usr/share/icons/Bluecurve/48x48/apps/redhat-system_settings.png |
ppmquant 256 | ppmtogif > red.gif
2. red.gif is corrupted rubbish

Actual results:
produces corrupted gif for any input ppm

Expected results:
should produce a legal gif image
