The information under that particular section 'Red Hat Gluster Storage and Red Hat Virtualization Compatibility Version',
is the continuation of information. This information on 'Creating,expanding and optimizing volumes' is continuation of important note

IMPORTANT: Red Hat Gluster Storage installations based on Red Hat Enterprise Linux 8 cannot be managed in the Red Hat Virtualization 4.4 Beta Administration Portal. Use the gluster command line tools to perform the following tasks on deployments based on Red Hat Enterprise Linux 8.

    Creating volumes
    Expanding volumes
    Optimizing volumes for virtual machine storage

RHV 4.4 is no longer managing RHGS node, so customers performing classic non-hyperconverged RHV + RHGS, has no way to manage RHGS server and volumes.
So, they need to perform such operation through RHGS servers command line interface.

The important note clearly states 'to perform following tasks' and points to RHGS Admin guide.
