Description of problem:
Rule that try to set keywords trigger the kill switch.

How reproducible:

Steps to Reproduce:
1. Have a rule that sets a keyword
2. edit a bug to match the rule
3. run the BRE

Actual results:
Kill switch is thrown

Expected results:
Rule completes properly.

Additional info:
While running rule 'XXX' on bug YYY, an error occurred when trying to set a value: Can't use string ("TheKeywordBeingSet") as a HASH ref while "strict refs" in use at Bugzilla/Bug.pm line 3123.
