Description of problem:
I'm the package maintainer of systemd-extras in EPEL 8, and I would like to be able to use the latest systemd-networkd without errors like "Could not enumerate links: Exchange full".

Version-Release number of selected component (if applicable):
systemd-239-31.el8_2.2.x86_64

Actual results:
Errors like "Could not enumerate links: Exchange full" due to missing PassPacketInfo= support in systemd of RHEL 8.

Expected results:
Backport PassPacketInfo= support into systemd of RHEL 8, see: https://github.com/systemd/systemd/pull/15942/files
